Town Introduces Improved Newsletter "Greenville Gazette"

The Town has improved its quarterly newsletter. To reflect the change, the title of the newsletter has changed to "Greenville Gazette".

The "Greenville Gazette" is now available on the Town's website for download. The current edition will be mailed directly to village residents in early September, 2019.

Town Facilities Closed for Labor Day

Town facilities will be closed on Monday, September 2 in observance of Labor Day. Normal business hours will resume on Tuesday, September 3.

Due to the holiday, all garbage & recycling collections will be delayed by one day. Wednesday's collection will occur on Thursday. Thursday's collection will occur on Friday.  Friday's collection will occur on Saturday.  Collection routes will push one day.

In addition,  two (2) overflow bags will be allowed without stickers and will be picked up the first scheduled pickup after the holiday.

The Parks, Recreation & Forestry Departments's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about. This week we want to tell you about our archery range!

The archery range at Lions Park was built in 2014 by the Greenville Civic Club. The original design included a covered platform 12 feet off the ground and ground level shooting on each side. The Civic Club is currently working on improvements that include two structures that will cover the shooting line on either side of the tower. These structures not only improve the safety of the range by preventing arrow from being shot upwards but they also provide shade and protect archers from the elements. These improvements are expect to be completed by the end of September (weather permitting, of course). We are very excited about this project and want to extend a huge thank you to the Greenville Civic Club for making this project happen!

Current amenities at the archery range include bow hangers, broken arrow bins, arrow quivers at the line, garbage cans and picnic tables. The range is open year round from 7:00am until dusk. Target distances range from 10 to 50 yards. It is open to all ages but children under the age of 14 must be supervised by an adult.

CTH CB and Atlantis Drive to Close for Roundabout Construction

Outagamie County has announced the temporary closure of CTH CB  between County CA (College Ave) and WIS 96 (Wisconsin Ave) beginning Tuesday, September 3.   Traffic will be detoured via County CA, I-41 and WIS 96.

Vinton Construction has been working on constructing a roundabout at County CB and Atlantis Drive (north of County CA).

WisDOT Plans a Change in Scope for STH 76 Reconstruction

The Wisconsin Department of Transportation has officially announced it will be changing a project scope for the reconstruction of STH 76 from Everglade Road to CTH JJ in the Town of Greenville.

According to a letter received from Tim Rank, WisDOT Project Manager, after meeting with local officials in addition to holding a public involvement meeting in July, the overall response from these meetings indicated the need for a higher level improvement in comparison to the proposed resurfacing project.

The Town of Greenville Town Board adopted a resolution in July supporting the reconstructing of this section of STH 76.  Outagamie County is in the process of approving a similar resolution.

According to Rank, "After further evaluation of local concerns, establishing funding availability and reviewing WIS 76 corridor needs, WisDOT, the Town of Greenville and Outagamie County have worked out a plan to reconstruct WIS 76 from Everglade to County JJ.  Improvements will include a compromise of past alternatives."  These past alternatives included urbanization, pedestrian and bicycle improvements, intersection improvements at Glen Valley Drive and a roundabout at CTH JJ.

DOT officials plan to hold another public involvement meeting in the next 12 months to provide an update on the details of this plan, along with a schedule, budget and other project related impacts.

The Parks, Recreation & Forestry Departments's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department feature something new for residents or visitors to learn more about. With rental season right around the corner, this week we want to tell you about our most popular rental, the Lions Park Barn!
From weddings and fundraisers to concerts and crafts, The Walter J. Schroeder Barn sees an event almost every weekend during our rental season. Its tall ceilings, open concept, and expansive patio comfortably fit up to 500 guests. The paved patio wraps around the sides of the building and overlooks the beautiful stormwater prairie. Indoor amenities include 40 wooden picnic tables, ATM machine, garbage and recycling containers, 8 overhead doors, large private bathrooms, and kitchen facilities.

Significant Investment within Greenville with 2019 Capital Projects

The Town of Greenville has been busy this construction season investing in the community through a variety of capital improvement projects.  Some projects are just kicking off, while others are nearing completion.  Here is a summary of a few notable projects this past construction season.

Julius Drive (Spring Road to School Road)
This project included the full reconstruction of road base, asphalt bituminous pavement, the widening of travel lanes, a five-foot paved pedestrian/bicycle lane and improved cross slopes for roadside ditches.

The project is expected to be completed by mid-September.  Paving of the road surface will begin on Friday, August 23rd.  Shouldering and final restoration will be completed in the two weeks following paving operations.

Spring Road (Manley Road to North Road)

This project included full reclamation of the pavement and road base, asphalt bituminous pavement and dredging of some roadside ditches to improve ditch capacity.

The project is expected to be completed with center-line striping the week of August 26th.

Design Drive (Technical Drive to Tower View Drive)

This project included the full reclamation of road pavement, the road was reshaped to establish a proper crown and then paved with two 12-foot travel lanes and a 2-foot shoulder.  Curbed radii were installed at the intersection of Technical Drive.

Pebble Ridge Park Trail Paving

The pedestrian trail connecting Pebble Ridge Road to Design Drive through Pebble Ridge Park was paved.  This will provide additional multi-modal transportation options to the residents between Hidden Estates and Pebble Ridge Estates subdivisions.

Final restoration, including shouldering and ramps will be installed over the next few weeks.

CTH CB Trail

The Town of Greenville was awarded a federally funded Transportation Alternatives Program grant to construct a multi-modal trail along County Trunk Highway CB from State Trunk Highway 96 to Levi Drive in the Town of Greenville.

The project is slated to began on August 19, 2019 and is planned to conclude by mid October 2019.   Occasional, minimal traffic impacts will occur during construction, including temporary lane closures.

Lions Park Improvements

The Greenville Lions Club have been working toward completing sports courts at Lions Park.  Recently they poured the concrete pads for the courts and installed the light pole bases this past year.  As funding becomes available, completion of additional improvements will occur.  Planned improvements include two basketball courts, two tennis courts, a skate park, sand volleyball, an additional play structure, park pavilion and paved parking.

In addition to the added improvements by the Lions Club.  Greenville Civic Club has been assisting the Town in making improvements to the archery range at Lions Park.  The Civic Club is constructing additional covered shooting ranges.  The canopies are expected to be completed this fall 2019.

Well #5

The Town Sanitary District has been working on the completion of Well #5.  This additional well will provide an additional resource to support the water needs of our growing community.

Well #5 is expected to become operational by the end of October 2019.








Law Enforcement Report for August 4th to August 17, 2019

Below is a brief summary of some of the higher priority calls in Greenville for the dates of 08/04/19 to 08/17/2019.

Also attached is a summary for all calls in the Town of Greenville.
  
Domestic
A Deputy was dispatched for a domestic disturbance. Deputy arrived on scene along with several other backup deputies. One involved individual left prior to law enforcement arrival. Deputies spoke with the female party on what had taken place. Deputies also spoke with the woman's mother in law, father who had left via phone, and children. After interviews were done with all involved parties it was decided that no criminal charges would be requested. The disturbance was between the husband and wife which was only verbal, not physical. The husband left as he did want it to get that way due to his wife being arrested for the same situation months prior.  

Welfare Check
Deputies were dispatched for a juvenile female who was in contact with the suicide hotline. The female stated that she wanted to cut her wrists and bleed out. Deputies went to the home and were not able to make contact. Deputies requested a phone ping on the girls phone for a location to check her welfare. Deputies conducted a neighborhood canvas in an attempt to get a phone number for her parents. While the phone was being pinged for location the mother of the daughter came home and allowed deputies inside. The female was found inside unharmed. Deputies spoke with the juvenile and mother at length regarding the history of the juvenile and plan to keep her safe. The female went for a mental health commitment voluntarily.

Disturbance 
A Deputy was dispatched for an active disturbance. A resident at a group home had gotten upset and struck a staff member. Deputy arrived on scene and spoke with the suspect and staff. Suspect stated that the staff was getting lippy with him so he pushed a staff member but did not hit her. Deputies spoke with staff regarding the incident. After interviews it was found that the male had thrown items, threatened a staff member, grabbed, and pushed another staff member. The suspect was arrested on battery and disorderly conduct charges.

Census 2020 is Preparation Underway!

U.S. 2020 Census preparation is underway. The US Census program is looking for individuals to be Census Takers. The position is paid and if you are interested see the attached flyer for more information on how to apply. You can also go to their website at 2020census.gov/jobs

Why is a census done? How does taking a census count for the Town of Greenville affect our community? Why should residents complete the 2020 Census Questionnaire when it arrives in their mailbox in March - April of 2020?
 

Answer: Our final Census count is very important. The Town's census data determines how funds are allocated and spent in our community on things like roads, schools and medical services. $675 billion in Federal funding is distributed to States and Communities each year. The census count also determines your State’s representation in Congress and is used in drawing boundaries for districts.

The Parks, Recreation & Forestry Departments's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents or visitors to learn more about. This week we want to share our Jennerjohn Prairie with you!

Just north of the tennis courts at Jennerjohn Park, you will find a storm water pond surrounded by a beautiful prairie. A grass walking trail runs through the prairie and around the pond. While it was only planted 4 years ago, the prairie is already well established and as the years pass, it will become even more impressive! It has become a focal point within the park while also benefitting the pond.

The prairie and aquatic plants are used to enhance both the beauty and functionality of the stormwater pond. There are two general categories of aquatic plants, shoreline plants which can be used to prevent erosion and provide wildlife habitat and submerged plants that are predominantly used to discourage the growth of undesirable species and algae. Both categories are very beneficial to the pond and are used to help assimilate nutrients.

While walking the 0.3 mile trail though the prairie, you’ll see a wide variety of different birds and butterfly species along with many other insects and possibly even a few little critters. There are MANY types of plants throughout the prairie, but some of the easier to recognize are the Blue Vervain, Purple Cone Flower, and Black Eyed Susans.

Greenville Incorporation Update

The Wisconsin Department of Administration’s Incorporation Review Board met on August 14, 2019 to deliberate on a proposed determination for the incorporation petition of the Town of Greenville.  The Board agreed to dismiss the petition as presented with the recommendation that a new petition be submitted to include less territory as specified in the Board’s findings and determination.

The Incorporation Review Board granted a 12-month extension to Greenville to submit a new petition with a revised boundary map which should include less territory. The extension also waives the submission fee of $25,000. The petitioners and the Town Board initially attempted to incorporate the entire Town of Greenville. Unfortunately we were unsuccessful in this pursuit. The original petition did not meet two of the Statutory standards for “Compactness & Homogeneity” and “Territory Beyond the Core”.

Resubmitting a new petition would initially create a separate Town and Village of Greenville. However, should the incorporation pass, the remaining Town could be reunited with the newly formed village via an Intergovernmental Cooperation Agreement between the remnant Town and newly formed Village. This act would be similar to the incorporation of the Town of Menasha to the Village of Fox Crossing. This process does add some complexity and can be confusing to many. Because of this complexity, we attempted to incorporate the entire Town at once. Again, unfortunately we were unable to meet all of the Statutory standards with this approach.

The Town Board will discuss and decide future action regarding this matter during the coming weeks and months. Grant Funded CTH CB Trail Extension to Start August 19, 2019

The Town of Greenville was awarded a federally funded Transportation Alternatives Program grant to construct a multi-modal trail along County Trunk Highway CB from State Trunk Highway 96 to Levi Drive in the Town of Greenville.

The project is slated to begin on August 19, 2019 and conclude by mid October.   Occasional, minimal traffic impacts will occur during construction, including temporary lane closures.

The Town of Greenville has been actively pursuing the creation of this multi-modal (bike/pedestrian trail) within the community over the past 10 years.    The Town completed construction of a 2.2 mile trail along CTH CB in 2015.   This planned project will provide the final connection eliminating the gap between the 2.2 mile southern trail segment and the existing trail connection to the north of Levi Drive.

Law Enforcement Report July 9th to August 3, 2019

Below is a brief summary of some of the higher priority calls in Greenville for the dates of 07/09/19 to 08/03/2019.

Also attached is a summary for all calls in the Town of Greenville.
  
Harassment 
A Deputy was dispatched for a vehicle lockout stating his daughter had locked her keys in her vehicle at work. The Deputy arrived and was not able to make contact with daughter as she did not work that day. Was not able to make contact with RP so Deputy used in house system to speak with father. After further investigation it was found the daughter's ex boyfriend had placed that call. The boyfriend had been harassing the daughter by sending pizza's, tow services, etc to her place of work. Deputy saved phone logs of suspect and has pending charges.  

Domestic Dispute
Deputies were dispatched for a female who was drunk and being physical with her soon to be ex husband. Deputies arrived on scene and found that the female was yelling, swearing, and chest bumping her soon to be ex husband. Deputies arrested the female for Domestic Disorderly Conduct. Deputies were called back out to the same residence after the 5 day no contact period was up for a similar issue. When Deputies arrived and investigated it was determined that nothing physical or vocal had taken place. Due to no laws being broken nobody was arrested. Deputies strongly suggested that parties separate for the night, neither were willing. The couple will be living in separate homes within the next week to help solve this issue.


Greenville National Night Out 
Greenville National Night Out was a success with a good turnout from the community. The public was very engaged with all the different equipment brought and asked questions. Equipment brought by Sheriff's Dept included K-9 Demo, MRAP vehicle, evidence trailer, ERT equipment/member, Bomb truck/robot, Dive gear, and boat. Special Memory Zoo also contributed by setting up a petting zoo for the kids which was a big hit. Food was purchased from the Meat Block in Greenville. The food was funded by Thrivent Financial and Outagamie County Deputy Sheriffs Association.

The Parks, Recreation & Forestry Departments's Feature Friday


Each Friday, the Parks, Recreation and Forestry Department features something new for residents or visitors to learn more about. This week we have a project alert!

You may have noticed The Boldt Company and their orange fencing at the Lions Park this week, they were installing our new Born Learning Trail! The Boldt Company and United Way have partnered together to donate their latest Born Learning Trail to the Town of Greenville’s Lions Park. With the help of their donors at FastSigns, Corcoran Glass & Paint, Wisconsin Building Supply, and Signarama, this trail has become a major focal point at the park!

Born Learning Trails provide the opportunity for parents and caregivers to engage young children in literacy and language skills through interactive stations. The Born Learning Trail at Lions Park is located along the trail in front of the playground. From start to finish, you’ll find 12 signs and corresponding paint on the ground below. First, a construction worker welcome sign followed by the United Way welcome Sign and 9 activity stations. A Boldt Company dump truck cutout finishes the trail off.

We can’t thank The Boldt Company and their interns enough for all their hard work installing this trail or United Way and all the companies who donated to help make the Greenville Lions Park home to a Born Learning Trail.

The Parks, Recreation & Forestry Departments's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents or visitors to learn more about. This week we need your help in wishing our seasonal staff a farewell!


As another summer is coming to an end, we want to give a HUGE shout out to our seasonal employees! Over the course of the summer they have helped us with grounds and facility maintenance, mowing and trimming grass, painting, trash pickup, and SO much more! We may be bias, but we think we had some of the most ambitious, hardworking seasonal employees out there! Without their help, our summer would have been a lot less sunny. 


Shelby is finishing her first summer here with us working primarily in the Sanitary District, but helping out in the Parks Department whenever we needed her! She is headed to her freshman year at Northern Michigan University where she plans to major in math and minor in Spanish. After school, she plans to be an actuary. Shelby grew up in Appleton and enjoys tennis and hanging out with her friends and family in her spare time.

Isaac’s second summer with the Parks Department is nearing its end. After summer, he’s headed into his sophomore year at St. Norbert College where he hopes to major in accounting or economics. Although still undecided, Isaac has many ambitions after his schooling is complete. One of the most exciting is becoming a pilot. Isaac grew up right here in Greenville! In his spare time, he enjoys fishing, hunting, and playing baseball.

Sam is also on her second summer here with the Parks Department. When summer’s over, she will be headed back to Northern Michigan University to begin her sophomore year. She’s is majoring in accounting and corporate finance with a minor in Spanish. While still undecided about where she may go with her degrees, she is considering a career in auditing. Sam grew up in Hortonville. In her spare time she likes to play guitar and go hiking.

Bison just finished his fifth summer with the Greenville Parks Department, making him the longest tenured seasonal employee in department history. He graduated from St. Norbert College in 2017 with a major in biology and minor in Spanish. He will be starting at the Medical College of Wisconsin in the fall. After school, he plans to specialize in pediatrics. He grew up locally, right here in Greenville, and enjoys working out and playing golf in his spare time.
