Greenville Incorporation Update

On Monday, April 29, 2019, the Wisconsin Department of Administration (DOA) and Wisconsin Incorporation Review Board held a Public Hearing at the Greenville Town Hall to receive public comment on the incorporation petition for the Village of Greenville.  The following presentation was provided in support of the incorporation of the Village of Greenville.  A transcript of the public hearing will be posted on the Town's website when it becomes available.

Written comments will be accepted until May 9 and may be sent to the Municipal Boundary Review Program, Division of Intergovernmental Relations, Wisconsin Department of Administration at wimunicipalboundaryreview@wi.gov or P.O. Box 1645, Madison, WI 53701.

The DOA has announced that the Incorporation Review Board will now be hosting another Public Hearing to be held in Madison tentatively scheduled for July 23, 2019 (the time, building and room assignments are still to be determined). The Incorporation Review Board will not make their final determination at this hearing and will instead hold another hearing in August.  The Incorporation Review Board has until September 6, 2019 to make their final determination.

Should the Incorporation Review Board determine that the incorporation petition meets the statutory criteria then the petition will be sent back to Outagamie County Circuit Court for a scheduled court hearing.  At this hearing the Judge will likely set the date for the incorporation referendum for later in the fall.

Ceremonial Ground Breaking - Fire & Safety Building

A ceremonial groundbreaking is planned for the new Greenville Fire & Safety Building.  The event will take place on Saturday, May 11, 2019 beginning at 10:00 a.m.  The activities will take place at the location of the new Fire & Safety Building (Northwest corner of STH 76 and Parkview Drive).

The general public is invited and welcome to attend the ceremony.

Garbage & Recycling Schedules & More!

Ever lose track of time and can't remember when your schedule for garbage or recycling pick-up is?  Or maybe your garbage was missed and don't know who to call?  The Town's website has the information you looking for at the following URL:  https://bit.ly/2DsPqMz

Garbage and recycling carts need to be out no later than 5:00AM the day of collection. Drivers will not go back to collect if this deadline is missed. Lids on all carts need to be closed with cart handle facing the house. New home constructions will need to call the Public Works Department to have garbage and recycling services set up. If you have extra garbage bags that do not fit in your grab age cart, there are $1 overflow sticker you can purchase at the Public Works Office during regular business hours.  Two overflow bags will be allowed without stickers and will be picked up the first scheduled pickup after the following holidays:  New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day.

Please remember that recycling is MANDATORY in Wisconsin, not optional, and there is no overflow. If you have overflow recycling please consider the following:
  • Break down and flatten all boxes
  • Large cardboard boxes should be cut to 2 ft X 2ft or smaller.
  • Save your overflow for your next collection.
  • Ask a neighbor if they have room in their cart.
  • Bring to the County drop off site: 1919 Holland Road, Appleton

Large Item PickupLarge or Bulk Items are collected every other week (please call for dates).  To participate in this collection you will need to purchase a sticker from the Public Works Office. The deadline for large items will be 12:00 P.M. on the Monday before the pickup day. When you purchase your sticker, we will record your address and notify Harter's of your item.  Please note that each item to be picked up does need its own sticker.

$25 Stickers include: couch, table, dresser, bed frame, mattress, box spring, bike, push mower (liquids removed), toilet, sink, treadmill, microwave, washer, dryer, compactor, stove, dishwasher, humidifier, water heater, water conditioner, shower stall, grill, carpet (cut into maximum of 4ft sections then rolled).

$50 Stickers include: Refrigerator, dehumidifier, freezer, air conditioner, large sectional couches, electronics

The alternative is to haul any of your items to the Outagamie County landfill located at 1919 Holland Road, Appleton (one mile east of Hwy 441; off of Northland Avenue).  If you have questions about hauling items there or fees, please contact them at 920-832-5277.

Household Hazardous Waste InformationCollections are held twice a month May-October at a designated location on the Outagamie County Recycling & Solid Waste property.  All participants MUST call to an appointment by calling (920) 832-5277 or online at RecycleMoreOutagamie.org. The program is provided for households only; business material will not be accepted. Keep individual materials in their original containers and DO NOT MIX!

Acceptable Items: Solvents, Pesticides, Herbicides (including DDT and Chlordane), Rodent baits, Lead/Oil based paints, Dioxin Materials (such as Silver and 2,4,5-T), Household and Vehicle batteries, Gasoline, Waste oil and Anti-freeze.

Unacceptable Items: Explosives and Radioactive Materials (such as smoke detectors), Containers over 5 Gal in Size, trailer sized loads and Latex Paint (latex is not hazardous, it can be dried and then thrown away with the can cover removed).

Pay your Water Bills Automatically with Auto Bill Pay!

Are you a Sanitary District customer?  Did you know the easiest way to pay your utility bill is through automatic bill pay?  That means no more postage. No more last minute runs to Town Hall.  Pay the most economical and efficient way possible!

Pay your water & sewer bill automatically from a checking or savings account. Just complete the authorization form (available here: authorization form) and mail or drop it off along with a voided check to the Town office.  There is no fee for this service.  

You can also go paperless! You may also opt out of receiving paper bills and sign up for electronic bills at the Payment Services Network Inc. site linked below. There is no fee for this service.

Don't want to use auto-bill pay?  You may also make direct payments online, however there is a convenience fee for this service. This service is offered through Payment Service Network.

Annual Town Meeting

The Annual Town Meeting was held on Tuesday, April 16, 2019 at the Greenville Town Hall.  The Annual Town Meeting is unique to town governments in Wisconsin; as it is required to be conducted per State Statute.

The meeting featured an annual report on Town provided services, organizational accomplishments in 2018 and an overview of the projects & activities planned for 2019.  The presentation can be viewed at the following link:  https://bit.ly/2UFQdVa

The event also featured the presentation of the Citizen of the Year Award.  The award was presented to Greg Kippenhan and Dan Dibbs.  Both Greg and Dan have served the Town as citizen members to a variety of committees. Greg currently serves on the Planning Commission and Facility Committee.  Dan currently serves on the Fire Commission, Facility Committee and as a chief election inspector.  Congratulations to both Greg and Dan!

The Town Meeting also granted authority to the Town Board to issue general obligation refunding bonds to refinance existing debt.  Lastly, the Town Meeting also adopted a plan under s. 5.60 (6) to elect town board supervisors to numbered seats.

Sheriff Releases 2018 Annual Report for Greenville

According to the Outagamie County Sheriff's Department, the Town of Greenville had a total of 6677 calls for service in 2018. This is an average of 18 calls per day. Deputy Van Berkel and Deputy Richards handled nearly 800 of these calls during their contract hours within the town.  The full listing of the calls for services can be found here:  https://bit.ly/2IAVs0R

Deputies handled 300 vehicle accidents, 215 citizen assists, 15 stolen vehicles, 80 disturbances, 261 reckless driving complaints, 164 suspicious complaints and 605 traffic stops.

Deputies also conducted 2691 crime prevention and traffic safety activities. These are times deputies check out on self-initiated activities to conduct traffic enforcement or check businesses and other areas.

On December 16th, 2018 deputies responded to a domestic disturbance in which a man fired a weapon at his wife and child. The Emergency Response Team was deployed and it was later found the man took his own life.

In recent months there have been two heroin related overdoses in Greenville. Investigators with the Sheriff’s Office currently assigned to the Lake Winnebago MEG Unit and the joint Appleton Police Department / Outagamie County Sheriff’s Office Special Investigations Unit (formerly CRU) are actively investigating these incidents.

The Town of Greenville contracts with the Outagamie County Sheriff's Department for enhanced law enforcement services for the Town. Deputy Garret Richards is devoted to serving Greenville by providing directed law enforcement to the community.

Julius Drive Reconstruction to Start Week of April 29th


Julius Drive (Spring Road to School Road) is scheduled to be closed for reconstruction on Monday, April 29 through the end of August, weather permitting. This closure will be to all thru traffic, residents that live in the project limits or in the adjacent subdivisions will be able to access their property during the closure. At a minimum the contractor is to provide access to the project from either the north side (Spring Road) or the south side (School Road). Certain properties will have limited access during the replacement of private culverts or grading or paving of driveways.  Access will always be maintained for emergency services, refuse collection and mail delivery. 

The reconstruction will include the full reconstruction of road base, asphalt bituminous pavement, the widening of travel lanes, a five-foot paved bicycle lane and improved cross slopes for roadside ditches.

A Pre-Construction Public Informational Meeting will be held at the Greenville Fire Station (W6895 Parkview Drive) from 5pm to 6pm on Thursday, April 25. Town staff, engineer and contractor will be in attendance at this meeting to discuss any concerns that you may have about access or the details of the project.

Board of Review - May 16, 2019

The Board of Review will be meeting at the Town Hall on Thursday, May 16, 2019 from 4 PM. to 6 PM. Appearances at the Board of Review are by prior appointment only. The Board of Review functions like a court in that it is required to evaluate evidence based on facts. You must provide factual information showing your property is incorrectly assessed.

Brush Pick-Up

Brush will be picked up from Town of Greenville Residential homes the 2nd Monday of every month. To be added to the Brush Pick-Up list, residents will need to call the Public Works Department no later than 12:00PM the Friday before pick-up. Public Works can be contacted at (920) 757-7276.  Residents will need to call back each month if they would like to be added to that months brush pickup list.

If there are an exceedingly high number of people on the list, your brush may not be picked up on Monday, but early in the week.

During winter months, if there is a snow or other emergency, that holds precedence and the brush pick-up may be pushed back.

Town Yard Waste Site Hours

The Town's Yard Waste Site extended hours will began on Monday, April 1. 

During our extended hours, the Yard Waste Site is open during the following times:
  • Monday – Thursday: 7:00am-7:00pm 
  • Friday: 8:00am-12:00pm 
  • Saturdays: 9:00am-3:00pm
Residents will need to purchase a window decal to use the Yard Waste site. It is $10 per sticker for the first vehicle in any household and $5 for any additional vehicles.   Stickers can be purchased at the Department of Public Works during normal business hours.   

Please remember:
  • Yard Waste Site Sticker permits MUST be affixed to your windshield. 
  • Residents MUST provide all of the necessary information to purchase a sticker, including your license plate number.
  • Each vehicle in your household using the site needs its own sticker.
  •  No commercial operators or businesses will be allowed to use the site.
  •  Stone, concrete, root balls, and landscape timber are NOT accepted.

Building Permits Required


Since the spring construction season is now upon us, residents are reminded that building permits are required for the following projects:

  • Construction of any building (house, garage, shed, or any structure)
  • Additions to any house or structure
  • Re-roofing
  • Fences
  • Decks, Porches, or Pergolas
  • Remodeling of any sort (including finishing any basement area, windows, or doors)
  • Heating or air conditioning (new or replacement)
  • Electric work
  • Plumbing
  • Any moving or demolition of buildings
Please plan ahead.  The amount of time to issue any permit may take up to five (5) days.

Failure to obtain a building permit can result in double fees and/or citations.  We’d also like to make you aware that there have been issues arising at the time of home sales that have been caused by building permits not being pulled for work that has been done on the home.  This has resulted in some sellers losing their buyers.
