The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents or visitors to learn more about and this week were continuing our summer “Meet the Staff” series. As another summer is nearing its end end, we're giving a HUGE shout out to each of our seasonal employees!

This was Isaac’s third summer with the Parks Department. After the summers over, he’s headed into his junior year at St. Norbert College where he’s majoring in finance. After college, he hopes to become a pilot! Isaac’s favorite part of the job is mowing grass with his coworker John. In his spare time, he enjoys fishing, going to the lake, and hanging out with friends.

Isaac’s positive, easy going attitude is just one of the many reasons we’ve enjoyed welcoming him back each summer. His coworkers say he is reliable and has a great work ethic!

We may be biased, but we think we have some of the most ambitious, hardworking seasonal employees out there! Without their help, our summer would have been a lot less sunny.

Greenville Project Update

The projects detailed below are large scale projects happening in addition to our regular operations. Their completion may be scheduled to be done by town staff or the services may have been contracted with a third party. Please remember that all of the information and time lines are weather dependent and subject to change at any time.

Streets

  • Greenwood Road Urbanization (STH 15 - Parkview Dr)
    • An existing conditions survey is currently being performed. Following this, a conceptual design will be drafted.
    • The project is planned to be constructed in 2021.
  • South Creek Drive (School Rd-Molly Marie Ct)
    • Week of 7/27/20: Common excavation of roadway to finish. Ditching and culvert replacement to follow. 
    • Week of 8/3/20: Ditching to continue and culvert replacement to occur. 
  • Spring Road Pulverize and Pave (North Rd-Julius Dr)
    • Week of 7/27/20: Monitor project restoration for grass growth and erosion. 
    • Week of 8/3/20: Monitor project restoration for grass growth and erosion


Stormwater

  • Community Park Dredging
    • Anticipated to begin in September 2020
    • Dredging of the waterway along the south boundary of Community Park to remove sediment and undergrowth. 
    • The completion of this project will increase the capacity of the waterway and improve overall site drainage.
  • STH 15 East/West Basins
    • Anticipated to begin in August 2020
    • The STH 15 east basin will be constructed as a dry detention basin to serve as a flood control facility. 
    • The STH 15 west basin will be constructed as a wet detention basin to increase the capacity of the existing flood control facility as well as provide stormwater quality control. 
    • The completion of this project will reduce flooding events of nearby residential properties that have been historically affected.


Water & Sewer

  • Annual Hydrant Exercising and Flushing
    • Began the week May 11 and is still in progress.
    • It is normal to notice a slight discoloration or cloudiness to your water while staff is working on the hydrants in your area. To help clear up the color, you can run the cold water tap located closest to your water meter until the water runs clear.
  • STH 15 Utility Relocates 
    • Anticipated to begin in August 2020
    • Utility relocates along STH 15 between Julius Drive and Lily of the Valley Drive. Existing sanitary sewer and water main facilities will be relocated to accommodate the future STH 15 WisDOT expansion project.


Parks, Recreation & Forestry

  • Greenville Sports and Splash Park
    • Rettler Corporation has been contracted to design and engineer a new entrance road to the property. This new entrance road is consistent with the Master Plan for the park and will provide a safer access to the park from Hwy 96. This entrance road will be an official Town road and will also provide safe access to Well #5 and a private residence. Construction is planned to be completed in 2020. 
    • The Field of Dreams Referendum Steering Committee brought a formal recommendation to the Town Board on May 18, 2020 to hold an advisory referendum with the August 11, 2020 election regarding the development of Phase 1 of the Field of Dreams Property, now dubbed the Greenville Sports and Splash Park. The Town Board approved the resolution to hold the advisory referendum.   • Lions Park 
    • The Lions Club is installing the fencing for the future sport courts in the southeast quadrant of the park as well as completing landscape restoration of the area. Any additional work in this area is postponed due to the cancellation of their main fundraising efforts for 2020. 
    • Town staff is installing a concrete pad and fenced enclosure for the trash and recycling dumpsters near the Barn Pavilion.

Landscape Beautification Award

The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents or visitors to learn more about and this week were bringing back our “Meet the Staff” series. As another summer is nearing its end end, we want to give a HUGE shout out to each of our seasonal employees!

Shelby is finishing her second summer with the Town of Greenville, and first working full time in the Parks Department. She is headed into her sophomore year at Northern Michigan University where she is majoring in math and minoring in math and Spanish. After school, she plans to be an actuary and hopes that her career will provide her the opportunity to travel. Shelby’s favorite parts of her job this summer have been the mowing and the people. She says her coworkers make it so much fun to come to work every day! In her free time, she enjoys tennis and hanging out with her friends and family.

Shelby’s eagerness to learn and willingness to help made us happy to welcome her full time into the Parks Department. She’s always willing to try and is able to pick up on new things quickly. Her coworkers say that her great sense of humor and fun personality make the days fly by!

We may be biased, but we think we have some of the most ambitious, hardworking seasonal employees out there! Without their help, our summer would have been a lot less sunny.

I-41 Commuter Study


East Central Wisconsin Regional Planning Commission recently completed a feasibility study evaluating commuter service along the I-41 corridor. The Town’s recently adopted Comprehensive Plan recommends working with its businesses to understand potential commuting needs. This study will be posted on East Central’s website https://www.ecwrpc.org/ and will be used to further evaluate how a commuter service can be implemented. The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about. This week, we are going to deviate from our typical Feature Friday content because it’s a special day in the Parks and Recreation community!

The whole month of July is Parks and Recreation Month but today, July 17, is Park and Recreation Professionals Day! This day is dedicated to honoring all the committed professionals who work tirelessly behind the scenes to provide the high-quality programs and infrastructure we’ve come desire and expect in our parks and public spaces.

So today we want to say thank you to our park professionals! We are extremely proud of the hard work and talent that our team brings to the community. They are a team that holds themselves and each other accountable while still maintaining a fun and exciting work environment. Often being the first to volunteer a helping hand, they are employees we can always count on. Because of that, we want to say thank you to each one of them today!

The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about. This week, we want to tell you about our trails and amenities.

We currently maintains approximately 8 miles of paved multi-use recreational trails. The largest sections of paved trail can be found along Highway 76, Parkview Drive and Lily of the Valley Drive, while smaller sections can be found within several subdivisions. Most of this trail system is three season use but some portions are even maintained during the winter months for year round use. The department also maintains several gravel, grass and nature trails throughout our parks. You can find these type of trails at the Lions Park, Pebble Ridge Park, and around several of the stormwater ponds throughout Town.

While walking along the Greenville Trail System, you’ll find Dogi-Pot waste containers with both the bags to pick up after your dog, and a waste container to throw it away, regular waste containers, memorial trees and benches, Little Free Libraries, and bike racks. Several of our trails lead you to, or even though, our parks, so you will also have access to the many public amenities in the parks as well. These amenities include restrooms, grilling stations, open play space, recreational courts, and playgrounds

Incorporation Review Board Determines Greenville Incorporation Meets Statutory Requirements

At the Department of Administration (DOA) Incorporation Review Board public meeting held on Tuesday, July 7, 2020, at 1:00 p.m. the DOA staff formally recommended the Town of Greenville incorporation petition met the six (6) criteria required for incorporation and that the incorporation petition should be approved.

The Incorporation Review Board Chairperson, Dawn Vick, stated that she appreciated the review and recommendation of the DOA staff, and the comments from the members of the Incorporation Review Board. She stated the Department of Administration will be finalizing the written determination by July 21, 2020. 

Based on this timeline, it is anticipated an incorporation referendum question will be placed on the November 3, 2020, General Election ballot for all residents located in the incorporating area.  The referendum will be the final step to determine whether the incorporation is approved by the voters within the area of the proposed incorporation.

Free Tire Drop Off

Earlier this year, Outagamie County Recycling and Solid Waste rescheduled this year's spring collection of Free Tire Week. The 2020 spring tire collection will be Wednesday, July 8 – Thursday, July 16, 2020

Collection is limited to Town of Greenville Residents only, with the limit of 4 tires per household. Tires will not be accepted at the Town during any other time, however can be dropped at the Outagamie County Landfill for a fee. Tires from businesses are not accepted. Only tires with a rim size of 18”or less will be accepted at no charge. For all tires with a rim size of 19" or larger in size or quantities of over 4, the resident will be charged $5.00 per tire at the Town of Greenville Municipal Building; or $175.00 per ton if taken directly to the Outagamie County Landfill/Recycling Center (1419 Holland Rd, Appleton).

The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about. This week, we want to tell you about Elder Brook Park. Does anyone know what this park used to be named?

Formally known as Glen Valley Park, Elder Book is located at here. The 8.5 acre park land features a walking trail, open play space, retention pond, and on street parking. The name was changed earlier this year to reflect the school that once sat on that property. Parts of the school house foundation can still be seen in the wooded southeast corner of the park.

According to a report done by John Richards at UW-Milwaukee:
“The Elder Brook School site harbors the remains of the School District No. 3 Schoolhouse and is located in Greenville Township, Outagamie County, Wisconsin. The land on which the school was constructed was deeded as a school house property in 1854 but the earliest available plat maps of the township dates to 1873. This map depicts a school on the property. However, it is likely that the original construction occurred in 1854 or soon thereafter as free public education was mandated by Wisconsin’s state constitution six years earlier in 1848. By 1937 state-wide compliance with Wisconsin’s law resulted in the creation of 7,777 school districts with 6,181 one-room schools (Apps 1996:177). State mandated consolidation efforts reduced that number to 2,289 one-room schools in 1959 but as late 1964, 595 one-room schools remained in operation; 20 of these were located in Outagamie County (Rothwell 1963). Today, Wisconsin has 424 public school districts with 2,215 schools, none of which are operating one-room school houses. A standing structure on the Elder Brook school site is last visible on a 1943 aerial photo but is no longer present on a 1957 aerial photo of the site.”

How cool is it that we have this little piece of history located right here in Greenville!?
