Annual Snowman Building Contest

There’s snow reason to be bored this winter.. Enter Greenville Park and Recreation’s snowman building contest!

This contest is open to all Greenville residents. Participants should build their snowman in their own yard. We encourage all participants to add their own creative touches to make their snowman unique. Snowman possessing demeaning or inappropriate gestures, sayings, expressions, etc. are against the rules and will not be accepted. Winners of this contest will receive one free pavilion rental and bragging rights for a whole year!

Snow Plow Policy Reminder

We had our first significant snowfall of the season this week., and with another on the way, we wanted to remind residents about our snow plowing policies. 

The Town’s goal is to maintain the roads in as good winter driving conditions as weather, equipment and budget allow. This does not mean bare/dry pavement should be expected after each snowfall or ice storm. In order to make the most efficient use of available resources, we have established street priorities using the assumption that the severity of a storm is not beyond the normal capabilities of the Town’s snow removal resources. Depending on the nature of the snowstorm, deviations may occur. The established priorities can be seen in the map on our website and are as follows:
  • 1st Priority - Primary and Secondary Roads
  • 2nd Priority - All remaining Residential Roads including Cul-de-Sacs
  • 3rd Priority - Parking Lots, wells and lift stations
Remember, one full plow of all town roads takes our crews over 8 hours to complete. Please slow down, take your time and be sure to give our divers enough room to safely do their job. 

Snow plowing operations are carried out in accordance with the guidelines established for the various street classifications as set forth in the Snow Manual. Christmas Tree Collection

Christmas tree collection will begin on Monday, January 4, 2021. This collection is a town wide service that you do not need to sign up for. During this collection, Public Works staff will start at one end of town and work their way through to the other. Staff will make it town every road, but will not turn around, or go back, for missed trees. If you miss this collection, you will need to be added to the regular brush pick up list.

Monthly brush pickup will begin the week of Monday, January 11th and will continue throughout the week until all the addresses on the list have been completed. To be placed on the collection list, contact the Public Works Department at (920)757-7276 or by email at publicworks@townofgreenville.com. Additions to the collection list will not be taken after 12PM on Friday, January 8th. Your brush will not be collected if you are not on the list. Holiday Trash Collection

Due to the holidays, garbage collection will pushed back for all Friday Collections over the next two weeks. 

This means that garbage collection during the week of December 21, 2020 is as follows:
- Wednesday collection will occur on Wednesday
- Thursday collection will occur on Thursday
- Friday collection will occur on Saturday

This means that garbage and recycling collection during the week of December 28, 2020 is as follows:
- Wednesday collection will occur on Wednesday
- Thursday collection will occur on Thursday
- Friday collection will occur on Saturday

The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about. The next two Fridays will host a holiday instead of a feature, but this week were taking a look back at all we've accomplished this year.

This year held challenges we’ve never seen before and the Novel Coronavirus (COVID-19) forced us to make some tough decisions. We had to cancel tennis lessons, close some of our facilities and limit the usage of others, and stay at least 6 feet from one another!

Even with these obstacles to overcome, our staff worked hard to make 2020 another successful year! We were able to revamp several of our donation programs, welcome back our awesome seasonal staff, create new procedures and, alongside our regular maintenance, accomplish several other large scale projects! Some of the projects we are most proud of are:
  Construction of Schultz Farm Road providing safer access to the Sports Complex.
• Improvements to the archery range at Lions Park.
• Construction of a dumpster enclosure at Lions Park.
• Dedication of the Chip Garrow Memorial Trail.
• Adoption of a Snow Removal Policy for Trails and Sidewalks.
• Drive in Movie Night
• Online Recreation programs
• Further development of the southeast quadrant of Lions Park
• Relocation of park operations to the old fire station
• Adoption of the 2020-2024 Comprehensive Outdoor Recreation Plan
• Replaced worn bricks at the Heritage Fountain
• Installation of a donated bat house at Lions Park
• Removal of dead trees in the woods at Lions and Pebble Ridge Park

We are excited to see where the New Year brings us and have a lot planned for 2021, so stay tuned!

Tax Increment District #2

 

With the recent adoption of the 2020 Sub-Area Plan http://cms3.revize.com/revize/greenvillewi/Sub%20Area%20Plan%202020.pdf, the Town Board authorized development of its second Tax Increment District (TID) for the area known as the Heritage District. The purpose of a TID is to spur economic development in an area that otherwise would not see development or growth without the assistance of a TID. This process is expected to be completed by September 2021. A public hearing will be required before the Planning Commission with approval by the Village Board and finally the Joint Review Board. The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about. This week we're getting into the holiday spirit! Did you notice the holiday lights in the roundabout at the intersection of County Road CB and State Highway 15?

The Parks and Recreation Department is responsible for the maintenance of all three roundabouts on CTH CB between STH 15 and STH CA. The roundabout at the intersection of CTH CB and STH 15 is the only roundabout that currently gets holiday lights and this year marks the fifth year our crews have decorated it for the holiday season. The new roundabout located at CTH CB and Atlantis Drive is equipped with electric services but isn’t quite ready for holiday lights yet. It will take a few years for the trees and shrubs to grow large enough for us to add any lights. The roundabout located at the intersection W Greenville Dive and CTH CB doesn’t have electrical services. It was adopted by Community First Credit Union and is maintained primarily by them.

Rezoning

As you recall, Greenville has been in the process of implementing its new 2040 Comprehensive Plan since adoption in 2019. Since then it has completed major projects including a complete rewrite of its Zoning Ordinance. With the ordinance complete the next major project to undertake is to proactively rezone properties having conflicting zoning and land uses.

On November 23, 2020 the Planning Commission and Town Board approved the rezoning process. The process includes an evaluation of properties to be rezoned by staff and the Zoning Committee, which is comprised of the Planning Commission and Town and Village Boards. Once the evaluation is complete public informational meetings will be held with property owners, whose property may be considered for rezoning, in order to explain the process and next steps. A public hearing is required with notice sent to property owners and their neighbors about the rezoning.

The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about. This week we want to tell you a little more about Community Park.

The Greenville Community Park is a 20 acre park located at the corner of Hwy 15 and Hwy 76. During a regular season, it’s primarily used by Greenville Youth Sports and the Greenville Civic Club’s Fright Night, but the park has much more to offer than just organized sports and events!

While visiting Community Park you will also find a playground that is perfect for sliding, swinging and climbing. Next to the playground is a covered shelter space that, in the summer, has restrooms and rentable facilities, and in the winter, has an ice rink!

At the northwest end of the park, you will find the skate park. It was designed by local skaters and includes a quarter pipe, bank ramp, kinked grind rail, two grind boxes and central ramp with additional grind rail. 

All of the sports and recreational spaces are open for public use anytime organized sports are not in session. That means anyone can use the softball/baseball fields, tennis courts or basketball courts when they are available.

With ample space for parking and playing, it’s the perfect place for everyone!

Yard Waste Site Hours

The extended hours at the Town of Greenville's Yard Waste Site have ended for season Regular hours of operation will remain in effect from December 1, 2020 though March 31, 2021.


Current Yard Waste Site hours are as follows: 
(With the exception of Holidays)
Monday – Thursday 6:30am – 3:30pm
Friday 6:30am – 12:30pm

During our COVID-19 Public Works office closure, Yard Waste Site Permits will not be sold in-person. Permits will need to be purchased using a Purchasing Form. Forms can be found on our website at https://bit.ly/3mF9HD0 or in the vestibule at Town Hall. Completed forms and the payment can be returned by mail or in Town Hall drop box. Permits will then be mailed back to you. 

2021 Yard Waste Permit stickers will be for sale beginning on December 7, 2020. Permits are $20 for the first vehicle in the household and $10 for any additional vehicles. Permits are good for one calendar year. Our Yard Waste Site Policy, along with accepted material and current regulations, can be found on the Yard Waste and Brush Pick page of the website.
