The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about. This week, we want to tell you about our Born Learning Trail.

Last summer, The Boldt Company and United Way, along with help from all of their sponsors, partnered together to donate one of their Born Learning Trails to the Town of Greenville’s Lions Park.

Born Learning Trails provide the opportunity for parents and caregivers to engage their children in literacy and language skills through interactive stations. The Born Learning Trail at Lions Park is located along the trail in front of the playground. From start to finish, you’ll find 12 signs and corresponding paint on the ground below. First you’ll find a construction worker sign along with a United Way welcome sign. Nine activity stations follow. These stations prompt movement, activity, learning and observation all disguised as fun little activities. At the end, you’ll find a Boldt Company dump truck.

Keeping Grass out of the Roadway

Did you know that depositing of grass clipping and other yard waste in the road right of way is against our Municipal Code? 

Section 247-9 of our Municipal Code addressed this as "prohibited conduct." Grass clipping in the road right of way can not only be dangerous for those passing by, but can also be harmful to our storm drains.

Greenville Project Update

The projects detailed below are large scale projects happening in addition to our regular operations. Their completion may be scheduled to be done by town staff or the services may have been contracted with a third party. Please remember that all of the information and time lines are weather dependent and subject to change at any time.

Streets
  • Greenwood Road Urbanization (STH 15 - Parkview Dr)
    • An existing conditions survey is currently being performed. Following this, a conceptual design will be drafted. 
    • The project is planned to be constructed in 2021. 
  • South Creek Drive (School Rd-Molly Marie Ct) 
    • Construction is scheduled to begin the week of June 8 
  • Spring Road Pulverize and Pave (North Rd-Julius Dr) 
    • Week of 6/1/20: Continue with common road excavation and begin culvert installation and ditch cleaning.
    • Week of 6/8/20: Continue with culvert installation and ditch cleaning. Begin concrete curb and gutter installation and fine grading the roadway.

Water & Sewer 
  • Hydrant Exercising and Flushing began the week May 11 and will continue throughout the next few months.

Parks, Recreation & Forestry
  • Greenville Sports Complex
    • Rettler Corporation has been contracted to design and engineer a new entrance road to the property. This new entrance road is consistent with the Master Plan for the park and will provide a safer access to the park from Hwy 96. Construction is planned to be completed in 2020.
    • The Field of Dreams Referendum Steering Committee brought a formal recommendation to the Town Board on May 18, 2020 to hold an advisory referendum with the August election regarding the development of Phase 1 of the Field of Dreams Property. The Town Board approved the resolution to hold the advisory referendum. 
  • Street tree planting 
    • Street tree planting was completed by Srb’s Trees the week of May 11, 2020. Town staff will be installing the irrigation bags within the next couple of weeks.

Reopening Strategy for Parks and Recreation Amid COVID-19

Throughout the COVID-19 crisis, Town staff have embraced our mission to deliver essential & desired services to the Greenville community. The Town is expanding that strategy by making preparations for a phased reopening of our facilities to the general public. Greenville's approach is complementary to the guidelines and recommendations of the State of Wisconsin Department of Health Services (DHS) and the Centers for Disease Control (CDC).

Following guidelines from health officials will allow our healthcare system to maintain an appropriate service capacity to care for individuals who are sick. The health and safety of our community and staff remain our top priority. Throughout the reopening strategy, we will continue to be flexible, adjusting our response based on guidance from Outagamie County Public Health, DHS, and the CDC.

Our approach to reopening is broken into three steps. Each step is designed to have flexibility in the case of relapse. Steps and the activities listed in each will remain fluid and subject to change to ensure we remain responsive to the ever-changing dynamics related to COVID-19. We will update our plan as new guidelines and information about the virus evolves.

With the exception of Step I, there are no specific dates or timelines identified in this plan. The Town of Greenville's decision about when to move to the next step will be determined by the same benchmarks established by DHS.

General Public Guidelines

We need your help to ensure our phased reopening strategy is successful. Please help us and each other by following these general guidelines throughout all steps while using our facilities:
  • Practice social distancing and maintain 6 feet of distance whenever possible. If facilities are busy, patiently wait at a safe distance or return at another time.
  • Per CDC recommendation, wear a face covering, if you are able, when in public.
  • Practice proper handwashing. Wash your hands with soap and water for 20 seconds.
  • Restrooms will cleaned and sanitized daily, however, other park surfaces will NOT be cleaned or sanitized. Users should be prepared to bring their own hand sanitizer.
  • Special guidelines for use of park facilities will be posted at all facilities. Users are encouraged to stop, read and adhere to these guidelines.
  • Stay home if you are feeling sick.


 
Step I of Greenville Parks, Recreation and Forestry Department’s Reopening Plan will be effective beginning May 26, 2020 at 8:00 am. 

The following guidelines will be in place during Step I:
  • The Parks, Recreation and Forestry Department office will remain closed. All regular business will continue to occur via web or phone.
  • Parks and trails remain open. Users are encouraged to follow all CDC guidelines while using the facilities.
  • Park shelters will be open for use with a maximum of 10 people per facility. Users should practice social distancing of 6 feet for individuals not of the same household.
  • Park restrooms will open with cleaning and sanitizing to occur daily. Users are encouraged to practice social distancing when possible and wait outside the facility should the restrooms be busy.
  • Drinking fountain will remain shut off. Users should be prepared to bring their own water to the park.
  • Playgrounds and skate park will be open for use with a maximum of 10 people per activity area. If playgrounds areas or skate park are busy, users should wait at a safe distance or come back at another time. Please note that playground and skate park surfaces will NOT be cleaned or sanitized. Users should prepare to bring their own hand sanitizer to the park.
  • The archery range will be open for use with every other shooting lane closed.
  • Sports fields will be open for use with a maximum of 10 people per facility and are limited to non-contact sports.
  • Tennis courts are open for use with singles play only. Members of the same household may participate in doubles play.
  • Basketball courts are open for use with non-contact play only. Social distancing is encouraged.
  • All shelter rentals are cancelled. Full refunds will be provided.
  • Special events will not occur.
  • Movie Night will be held as a drive in movie. Concessions will be available via delivery to vehicles only. Participants will only be allowed to exit their vehicles to use the restrooms.
  • Tennis lessons are cancelled.
  • Organized baseball/softball will be permitted to hold practice with a maximum of 10 individuals per activity space.
  • Organized soccer will be permitted to hold practice with a maximum of 10 individuals per activity space.
  • Contact sports such as rugby and football are not permitted.

No Child or Pet Left Inside!

The unofficial start of summer has finally arrived, it is time for an important HEAT ADVISORY!  Never leave your child or pet alone in a hot car. Not even for a quick run into the store.

According to Safe Kids Worldwide, 10 is the number of minutes it takes the inside of a car to heat up 20 degrees (and cracking the window doesn’t help). On average, every 10 days a child dies from heatstroke in a vehicle.

Avoid heatstroke related injury or death by never leaving your child alone in a car, not even for one minute. And make sure the car is locked when you’re not in it so kids don’t go in on their own. If you see a child alone in a car, call 911. Emergency personnel wants you to call.

Town Hall Office Open with Modifiied Operational Procedures

As of May 26, 2020, our Town Hall office is open with modified service procedures. The Public Works / Parks Offices are still currently closed. The Fire & Safety building(s) are closed to the general public.

Greenville's phased reopening approach is complementary to the guidelines and recommendations of the State of Wisconsin Department of Health Services (DHS) and the Centers for Disease Control (CDC).

For any business that needs to be conducted with the Town of Greenville, we ask people to consider first visiting our website or calling the appropriate office or staff person. We offer many options to serve your needs without making an in-person visit.

For in-person service needs related to Building Permits, Land-Use Planning or Zoning, please call our offices in advance to schedule an appointment with staff.

Firework Displays Require Permit

Now that Memorial Day has passed and the unofficial start of summer has begun, we are now to the time of year when individuals want to light, launch, and display fireworks.  
With the increasing amount of public displays being canceled due to COVID-19 concerns, it is imperative to understand the lawful requirements to display fireworks and any safety concerns of consumer fireworks.  

According to the National Fire Protection Association, "Each July 4th, thousands of people, most often children and teens, are injured while using consumer fireworks. Despite the dangers of fireworks, few people understand the associated risks - devastating burns, other injuries, fires, and even death."

Did you know under state law, fireworks are illegal to possess and use without a valid permit!


Fireworks may only be used within the Town of Greenville by individuals who have been properly issued a permit from the Town (see Town Code Chapter 150). You cannot purchase a permit to possess or display fireworks from a vendor.  Permit application forms are available from the Town's website.

Under Wisconsin State Statutes, certain novelties are not considered “fireworks” and anyone can use or possess them. No permit is required.  Those objects include “sparklers” that don’t exceed 36 inches in length, smoke bombs, confetti sprayers, “novelty devices that spin or move on the ground,” and a few other objects, such as “caps” and “snaps” with minimal amounts of explosive mixture.

Citations up to $1,000 may be issued for individuals who violate the law!

Memorial Day Amid COVID-19

What does Memorial Day Weekend 2020 look amid COVID-19?  Memorial Day Weekend, still kicks off our cultural beginning of summer but, it will look different for many of us this year.

We ask our community to continue to follow the recommended guidelines to stay safe as we move toward reopening collectively.


Businesses are opening more and more each day.   It is important for consumers to be aware, respectful, patient, responsible, and positive.

To ensure continued vigilance against COVID-19 here is some recommended guidance:

Memorial Day Holiday Observation - May 25, 2020

Just a reminder that Town offices will be closed on Monday for the Memorial Day holiday.

In observation of Memorial Day next week, all garbage collection will be pushed back one day.

The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about. This week, in honor of Memorial Day, we want to tell you about our Memorial Square.

Memorial Square is a small park area located in front of the old Fire Station building. The site is dedicated to honoring all veterans and Fire/EMS volunteers. Along with beautiful landscaping and ornamental statues, you will find a memorial walkway honoring those who have served, or are currently serving, our country or community. The walkway is filled with personalized bricks that lead to a flower garden featuring a veteran’s memorial. The memorial is surrounded by flowers and backed by the American Flag, State Flag, and POW Flag. Further down the walkway, you will find the September 11 Memorial. This memorial site features two structural beams recovered from the World Trade Center wreckage in New York. The Greenville September 11th Memorial was dedicated on August 25th, 2012.

Holiday Collection Schedule

In observation of Memorial Day next week, all garbage collection will be pushed back one day.

Garbage collection for the week of May 26, 2020 is as follows:
Wednesday collection will occur on Thursday
Thursday collection will occur on Friday
Friday collection will occur on Saturday

In addition to regular trash collection during the holiday week, residents are also allowed two(2) extra garbage bags at no charge. Please contact our Public Works Department at (920)757-7276 with questions.



Beginning May 26, Extended Hours for Greenville Yard Waste Site

Beginning on Tuesday, May 26, 2020, the Yard Waste Facility will open as follows:
  • Mondays - 6:30 a.m to 7:00 p.m.
  • Tuesdays - 6:30 a.m. to 3:30 p.m.
  • Wednesdays - 6:30 a.m. to 7:00 p.m.
  • Thursdays - 6:30 a.m. to 3:30 p.m.
  • Fridays - 6:30 a.m. to 12:30 p.m.
  • Saturdays - 9:00 a.m. to 3:00 p.m.
The following rules will apply during these modified hours:

  • Users are expected to follow social distance guidelines.  Users may be expected to remain in their vehicles until their turn
  • Permit Stickers will not be sold in-person at the site.
  • Yardwaste Site Permits, Bulk Item Stickers, and Extra Garbage Bag Stickers can be purchased through USPS using the following form: Purchasing Form. For specific questions about yard waste please contact our Public Works office at (920) 757-7276.

National Public Works Week - Thank you Public Works Employees!

National Public Works Week is on May 17-23, 2020.

This year’s theme is “The Rhythm of Public Works” which challenges our members and citizens to think about our communities as a symphony of essential services, working in a concert to create a great place to live.

CTH CA Reconstruction to Start June 1st

Outagamie County, in partnership with the Wisconsin Department of Transportation, Town of Greenville, and Town of Grand Chute, will be reconstructing County Trunk Highway CA (CTH CB to Casaloma Dr.) beginning the week of June 1, 2020.  The project is expected to be completed in September 2020.

The highway will be reconstructed as a 4-lane divided urban highway with curb & gutter on both the median shoulder and outside shoulder. Multi-lane roundabouts are planned at the intersections of Mayflower Drive and McCarthy Road to improve operations and safety.  A multi-use trail will be constructed on the northside of the highway and pedestrian crossings are planned at the roundabouts.

Portions of the highway will be closed during construction.  The signed detour route will be I-41, WIS 96, County CB.

Should you choose to do business at a Town facility upon reopening, please be assured the following mitigation measures will be in place prior to the reopening of Town facilities
  • Plexi-glass dividers will be present at all public facing counters.
  • Social distancing measures will be in place to limit the number of people in facilities when necessary.
  • Hand sanitizer will be available at all locations.
  • Town staff have increased the frequency of cleaning and disinfecting all surfaces and high touch areas and objects.
  • Town staff are being encouraged to wear face coverings when in public settings where other physical barriers or social distancing measures are difficult to maintain. 

General Public Guidelines

Reopening Step I - Beginning on Tuesday, May 26 at 8:00 a.m.


The following will occur during Step I:
  • Town Hall will open to the public in order to conduct simple in-person business with the Administrative Offices. Customer service functions for Public Works, Parks & Forestry, and Utilities will be coordinated at Town Hall during this Step. Building inspection and zoning permit requests shall be conducted by appointment only.
  • Public Works & Parks & Forestry offices will remain closed to the general public.
  • Fire station visits and tours will remain unavailable.
  • Town Board, Planning Commission, and other public open meetings will take place as routinely scheduled. However, meetings will continue to be held in a virtual format.
  • Person-to-person meetings between the general public and staff will continue to be suspended during this time. Please work directly with the appropriate staff member to schedule a phone conference or web-based meeting.
  • Park facilities will be open for general use in accordance with the Outagamie County Health Department’s Order of the Local Health Officer. Group activities can occur for gatherings of up to 10 people. Park shelter rentals will not be allowed. Public restrooms may be open at the discretion of the Parks Department.
  • The Town’s yard waste drop-off facility will be open under the expanded, modified hours of Mon & Wed 6:30 am to 7 pm; Tues & Thurs 6:30 am – 3:30 pm; Fri 6:30 am -12:30 pm; & Sat 9 am -3 pm.
  • Town Employees who are able, and are not expected to provide in-person customer service with the general public, will be encouraged to telecommute.

The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about. This week, we are excited to announce that as of this week, the Heritage Fountain at Jennerjohn Park has been turned back on for the summer!

Standing at almost 11 feet tall, the Heritage Fountain has been a focal point at Jennerjohn Park since it was installed in 2004. It’s made of solid granite and features a soaring eagle at the top. The brick plaza surrounding the fountain includes benches, stone walls, memorial bricks and beautiful landscaping. The water within the Heritage Fountain is dyed a bright blue to help make it viewable form both near and far. Though there is no swimming, standing, or throwing money into the fountain, it is still the perfect place to relax and enjoy the sights and sounds of nature!

The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about. This week, we want to tell you about to tell you about the Schueler Woods at Lions Park.

Schueler Woods is located at Lions Park and was named after the family that previously owned the land. A gravel based trail winds through the woods and connects to the rest of the trail system within the park. The park’s total trail length is 1 mile and the Schueler Woods portion makes up for about 0.3 miles of it. A beautiful stone learning circle is located just inside the south entrance and several benches are located along the trail. A portion of the trail was even designed to accommodate the visually impaired so that everyone can enjoy!

The woods are open year round and have something to offer during every season. The colors are a magnificent sight to see during fall and many enjoy snowshoeing over the winter months. During the spring and summer time there is lots of life to be found! You can enjoy listening to the birds sing and observing the other critters that live there too while walking through the woods. Now is a great time to observe the many woodland wildflowers in full bloom.

Annual Hydrant Flushing

The Sanitary District will begin their annual flushing and exercising of fire hydrants during the week of May 11, 2020. They will continue to flush hydrants throughout the summer months.

How does this effect me?
While staff is working on the hydrants in your area, you may notice that your water appears cloudy. This is normal and your water is sill safe to use and drink. To help clear up the color, you can run the cold water tap located closest to your water meter until the water runs clear. 

Why is this necessary? 
The Public Service Commission and Wisconsin DNR requires the Town to flush the water distribution system, including the fire hydrants, on a regular basis. Flushing hydrants is essential to keeping your water safe and maintaining our distribution system. It also helps to ensure that the hydrant is in good working order for the Fire Department's use!

Parks and Recreation Update: Archery and Tennis

With a few modifications, the Town of Greenville’s Parks, Recreation and Forestry Department has re-opened both the archery range and tennis courts!

The tennis courts at Jennerjohn and Community Parks are now open for use under certain restrictions. Tennis courts are to be used by only one household at a time. To reinforce social distancing regulations, only one net has been installed on the Jennerjohn Park tennis courts. The entry gates have been locked in an open position at both parks to provide a touchless entry.

The entry gate at the Lions Park archery range is also affixed in an open position. Every other shooting stall has been blocked off with caution tape and is closed for use to allow for proper social distancing. 



Please remember that while at the park and using the facilities, it is important to follow all CDC guidelines for personal hygiene and social distancing. Additionally, if you do not feel well, or someone in your house is sick, please stay home. We are doing our best to maintain current levels of service but please note that equipment and other surfaces in the parks are not being wiped down. Visitors are encouraged to bring hand sanitizer with them.

Users are expected to follow any/all park rules and special restrictions. Failure to follow the rules & special restrictions may result in public facility closures or individual penalties under law. The Town of Greenville, Outagamie County Department of Public Health and/or the State of Wisconsin may restrict or provide further regulations on the use of these facilities.

The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about and this week, we are going to dip into the forestry side of our Parks, Recreation, and Forestry Department a little bit because you may see crews out planting street trees over the next couple weeks.

Did you know that the Town not only plants, but also maintains the trees that are located in the road right-of-way? During the winter months and into early spring you may see our crews, or a contracted tree service, out pruning your street tree. The purpose behind the type of pruning that is performed will depend on the size, age and species of the tree. We maintain an inventory of all public trees and prune them on a three to six year cycle depending on age. Generally speaking, our street tree population here in Greenville is still young and developing. By maintaining our tree population on a regular schedule we are giving these trees the best chance to provide the community with their many benefits for generations to come.

When it comes to planting, street trees are primarily planted during the spring season. Careful planning and consideration goes into picking both the type and number of trees that are planted along each street. Our staff visits every property scheduled to get a tree to assess and mark the tree’s location. The trees selected are sturdy shade trees of a species suited to withstand the conditions of an urban settings. Trees are planted with groups of like species for one to two block segments along a stretch of street with several different species being utilized in a neighborhood to achieve a diverse population.
