Road Work Ahead!

The Town has contracted with Northeast Asphalt, Inc. to complete the reconditioning of Spring Road, from Manley Road to North Road. This project includes pulverizing the existing roadway, installing a geogrid for added structural stability, and paving of a new asphalt surface. This work will impact the travel along Spring Road. During the project, this stretch of road will be open to local traffic only.
Work is scheduled to begin Friday, August 2 and conclude at the end of the month. Please remember that this start date, and all work thereafter, is weather dependent and may change. Any questions can be directed to our Public Works office at (920)757-7276.

The Parks, Recreation & Forestry Departments's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents or visitors to learn more about. This week we're talking about the Community Park!


The Greenville Community Park is a 20 acre park located at the corner of Hwy 15 and Hwy 76. This fully developed park has a lot to offer! Recreational facilities include 4 softball/baseball fields, tennis courts, basketball courts, skate park, playground, recreational trail access and winter ice rink. Other facilities include storage buildings, concession stand, rental pavilion with kitchen, and public restrooms. Community Park is primarily used by Greenville Youth Sports to run their youth baseball and softball programs but you have also been there for the Greenville Civic Club’s Fright Night.



The Greenville Civic Club has expressed interest in collaborating with both the Town of Greenville, and Greenville Youth Sports, to invest in long-range improvements to the park. The Greenville Town Board directed the formation of an Ad-hoc Committee to oversee the preparation of a long-range capital improvement plan for Community Park.

The Ad-hoc Community Park Committee is hosting a public meeting at Community Park from 5-7pm on Wednesday, July 31 to help gauge the community’s needs and interests as it relates to Community Park. We have also put together a survey for those who cannot make it to the meeting or are interested in formally submitting their input. The results of the meeting and survey will assist the committee when developing the long-range capital improvement plan for Community Park.

County CB & Atlantis Drive Roundabout Construction to Begin

A multi-lane roundabout will be constructed north of the Airport entrance. Construction is scheduled to start as early as August 5, 2019 and is expected to be completed in about 11 weeks (end of October, 2019).

The intersection is scheduled to close to traffic beginning August 26, 2019.

The detour will be County CA, I-41, HWY 96.

Law Enforcement Report - July 8 to July 21, 2019

Below is a brief summary of some of the higher priority calls in Greenville for the dates of 07/08/19 to 07/21/2019.

Also attached is a summary for all calls in the Town of Greenville.
  
Drugs

A Deputy was dispatched for a drug complaint at the Greenville Airport. The Deputy arrived on scene and spoke with the suspect regarding the suspected drug. The Deputy conducted a field use drug use which indicated a positive result for Cocaine. Deputy contacted the drug unit  regarding this incident and it was determined if suspect was willing to work with MEG they would allow the suspect to continue on his flight and make contact when he returned as he was a local resident. Deputy spoke with suspect about possible arrangement but suspect would not cooperate and Deputy took suspect into custody for possession of Cocaine.

Catfish Races

Catfish Races had a packed crowd selling out all 10,000 tickets! Deputies patrolled the grounds both Friday and Saturday night. Friday night Deputies spoke with families and handed out stickers to children and were active in community policing. One child was separated from her father Friday night and Deputies were able to safely return child to her father. Saturday night Deputies operated in 2 man patrol units walking the grounds to ensure public safety. During Saturday evening multiple people complained about feeling weak or dehydrated and were taken to the first aid tents. No disturbances or arrests were made Saturday, had a great crowd and event!

High Risk Stop Hwy 76 / Hwy 15
 
Deputies were dispatched to check the welfare of a subject who stated that he wanted to end his life and was currently in possession of a .38 caliber handgun. The Deputies were asked to assist Clintonville PD and check the area of the park and ride on Hwy 96 and Hwy 45 as the suspects phone was pinged at that location. Deputies arrived on scene are were not able to locate the suspect. Other cell phone pings were placing the suspect in the Greenville area. Later in the evening Hortonville spotted the suspect vehicle on Hwy 15 headed East. Deputies in the area performed a high risk traffic stop on the suspect vehicle. No firearm was located. Deputies found drug paraphernalia and heroin on the suspect. Suspect wanted to do a self committal for his mental state. Deputies will be forwarding the suspect up on drug charges.

Tornado and storms

Deputies received numerous calls for wires down in the roadway, trees in the roadway, flooding, power outages, etc. Deputies worked closely with the Town and FD to get these calls taken care of in a safe and timely manner. Due to the heavy damage done to the trees and nearly all residents having branches/trees down. Some residents have complained about generator noise. Deputies have explained that due to the power outage in areas this is allowed and they will not be enforcing any nuisance complaints regarding this until power has been returned to the residents.



The Town of Greenville contracts with the Outagamie County Sheriff's Department for enhanced law enforcement services for the Town. Deputy Garret Richards is devoted to serving Greenville by providing directed law enforcement to the community.

The Parks, Recreation & Forestry Departments's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents or visitors to learn more about. This week we're excited to tell you about our trails and the amenities along them!





The Greenville Parks, Recreation and Forestry Department currently maintains approximately 8 miles of paved multi-use recreational trails along with several other grass, gravel and nature trails throughout our parks. We know that we already talked about the trail systems before, but have we told you about all the cool amenities along them yet?

While walking along the Greenville Trail System, you’ll find Dogi-Pot waste containers with both the bags to pick up after your dog, and a waste container to throw it away, regular waste containers, memorial trees and benches, Little Free Libraries, and bike racks. Several of our trails lead you to, or even through, our parks, so you will also have access to the many public amenities in the parks as well. These amenities include restrooms, grilling stations, open play space, recreational courts, and playgrounds.

Greenville First Responders Start Fundraising for Safety Equipment

Greenville First Responders are starting a fundraising drive for safety equipment.
First, a little history.  First responder safety is always a priority on a scene, especially in these times of school and domestic violence and opioid abuse, just to name a few.  We were very fortunate in 2016 to get donations from residents, businesses and local organizations for the purchase of six sets of ballistic gear for active threat calls like school shootings.  This equipment includes a vest with armor plates, helmet and a trauma kit.  The armor is designed to stop almost any caliber gun.  The equipment weighs about 35 pounds and isn’t meant to be worn for long periods of time. Because of their size, they are stored at the fire station to be transported with staff in a fire vehicle.

Let’s jump to 2019.  With the dangers to first responder safety increasing every day in the Fox Valley, we are now looking to provide a vest that is light enough for daily wear, similar to what a police officer would wear. These daily use vests are lighter and would not stop every bullet.  However, they could protect us from small caliber rounds when we walk into a situation we aren’t expecting.  If we had a call that was even a little bit questionable we would all have them available just like our medical bags.

Our goal is to provide a daily use vest for each of our 16 first responders at a cost of about $800 per vest. If you are interested in making a donation you can drop it off at the Fire station or mail it to:

Greenville First Responders Recruitment for a Paid-on-Call Position

Greenville First Responders are accepting applications now until August 14, 2019 for a paid-on-call position.
To be considered you will need to
·         Hold a current State of Wisconsin or equivalent Emergency Medical Responder license (or higher level of certification)
·         Hold a current American Heart Association CPR/AED certification.
·         Live/work in or near area covered.
·         Be at least 18 years old.
·         Have a reliable car and insurance.
·         Have a valid driver’s license.
If you have applied before you will need to reapply so your application is current.
Applications can be picked up at the Town Hall or the Fire/EMS station during business hours.

Tall Grass & Noxious Weeds

Under Municipal Code § 198-2B(6), lawns, grasses and weeds on lots or parcels of land which exceed eight inches in length adversely affect the public health and safety of the public in that they tend to emit pollen and other discomforting bits of plants, house rodents, or constitute a fire hazard and a safety hazard, in that debris can be hidden in the grass or weeds on a lot or other parcel of land which exceed eight inches in length are considered a public nuisance.

This Code subsection is NOT applicable for property located in a designated floodplain area and/or wetland area and shall only apply to residential, commercial, and industrial zones as well as platted residential subdivisions in agricultural zones.

Noxious weeds and grasses shall be defined according to a master list maintained by the Department of Public Works and approved by the Town Board from time to time.

To report a violation of tall grass or noxious weeds, please contact the Department of Public Works at (920) 757-7276.

Upon receipt of a tall grass or noxious weed complaint referenced in § 198-2B(6), the Town will issue written notice to the property owner via first-class United States Mail. The property owner shall have five days to comply with this section.

Failure to comply will result in the Town performing the necessary services to bring the property within compliance. All costs of such service and equipment used will be borne by the property owner and may be placed as a lien on the property for a lack of payment.

Where is the Town Newsletter? How can I stay up-to-date with Town news?

Ever wonder what happened to our printed quarterly Town newsletter?  Don't worry, no one has stolen your copy, nor has the postal service missed your mailbox. 

The Town has been working on revising the quarterly newsletter to become more cost effective and affordable to produce.   Although the Town sold advertisements to subsidize the printing and mailing costs of the newsletter, it still had a net cost to the Town of approximately $6,000 annually.   The revised newsletter will not cost the Town anything to print through our contractual partnership with LPI. In addition to the newsletter being cost neutral, the quality of the publication will also be improving in style, color and content.

Our first revised edition will be mailed sometime this September.  Afterwards we'll be getting back into the swing of things with routine quarterly publications every January, April, July and October.

The Town of Greenville has recently launched a new tool to publish meeting agendas, agenda packets, minutes and recorded video streams using a software package from Granicus.

This new tool allows the Town to post indexed meeting agendas, minutes and recorded video content from past meetings in a more user friendly manner.

Each Friday, the Parks, Recreation and Forestry Department features something new for residents or visitors to learn more about. This week we're excited to tell you about our Landscape Beautification Award Program!

Through the Landscape Beautification Award, our department, along with the Urban Forestry Board, recognizes the efforts of residents, businesses and organizations within the Town of Greenville that beautify the community through outstanding landscape improvements and maintenance.

We would like to congratulate Tom and Lori Messerschmidt on receiving this year’s first Landscape Beautification Award! They earned this award through their outstanding landscape improvement and maintenance efforts. They were nominated by their neighbor, Theresa, who noted the park-like setting including many beautiful perennials, fruit trees, and yard art as reasons for the nomination. When presented with the award, Lori wanted to give the previous homeowner, Dennis Luebke, credit as well. She stated that “Dennis laid the foundation for her to build upon.” Both Lori, and Dennis, have done a wonderful job with this beautiful and unique landscape!

Law Enforcement Report - June 10 to July 7, 2019

Below is a brief summary of some of the higher priority calls in Greenville for the dates of 06/10/2019 to 07/07/2019.

Also attached is a summary for all calls in the Town of Greenville.
  

Burglary DS Storage
A Deputy was dispatched for a Burglary complaint. The Deputy spoke with the storage unit owner who stated that multiple items were missing. The Deputy got the list of items stolen. Some of the items included a 30 ton press, transmission, transfer case, vice, wheel dollys, and other automotive equipment. The owner was from out of the area and the burglary was believed to be linked from a previous burglary that happened in May 2019. Extra patrol will be done and this case was forwarded to Investigations.

Drug Overdose
A deputy was dispatched for an OD at a local business in Greenville. The individual was searched and no product was found. It was later discovered that the employee was a temp and was subsequently relieved duty. The individual was transported to a local hospital to get medically cleared and treated.

Emergency Commitment  
Deputies were dispatched to check the welfare of a subject who stated that he wanted to end his children's lives. Deputies arrived on scene and spoke with the subject. After a lengthy conversation it was decided that the subject needed in patient treatment. Deputies made contact with Crisis and Child Protective Services. The subject agreed to seek treatment voluntarily and the Deputy gave the subject a ride to a local hospital. Deputies worked with CPS to get placement for the children in a safe environment.

Noise complaints & Fireworks
Deputies received several firework calls throughout the holiday week into the weekend. The Deputy checked to see if the subjects lighting off the fireworks had permits. Those that did not were asked to stop or would receive a citation. All subjects spoken to listened and no citations were written for firework violations.

The Parks, Recreation & Forestry Departments's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents or visitors to learn more about. This week we're excited to tell you about a new Little Free Library location here in Greenville!

Morgan, with a little help from her dad, built and painted this Little Free Library. When she approached the Parks Department about dedicating it to one of our parks, we had just the spot! It is now located at the Greenville Lions Park, right next to the bike rack.


Millions of books are exchanged each year though Little Free Libraries. The organization believes that one of the most successful ways to improve the reading achievements of children, is to increase their access to books. They are reported to have over 80,000 libraries in over 90 countries!

Morgan’s is the third Little Free Libraries to be placed on Town property here in Greenville. The other two can be found at our Town Hall Office and in Appletree Square. To locate Little Free Libraries on private property, check out the official map at: https://littlefreelibrary.org/ourmap/

Comprehensive Plan Public Hearing Scheduled for July 22, 2019

On July 22, 2019 a public hearing will be held on Greenville's 2040 Comprehensive Plan update which also includes its first Bicycle and Pedestrian Plan.  The plan update has been developed over the course of the last year with input from the Planning Commission and public at eight (8) public meetings; a Strategic Foresight Workshop and online survey.  A Bicycle and Pedestrian Plan Committee was developed and held six (6) public meetings and offered a community wide survey and two additional surveys sent to students and parents within the Greenville Middle School.

WisDOT Plans Public Involvement Meeting for STH 76 Improvements

The Wisconsin Department of Transportation (WisDOT) invites you to a public involvement meeting to discuss proposed improvements along WIS 76 (Municipal Drive).  The proposed project is a resurface level improvement that will include a mill and overlay of the existing pavement surface as well as other miscellaneous repairs along WIS 76 from Everglade Road to CTH JJ.

The purpose of the meeting is to provide general information on the proposed improvements, review the design concepts and displays, and obtain input that will assist the department in further development and refinement of the final design.  There will be a short presentation given at 5:30 p.m. followed by an open house meeting format.
