The Parks, Recreation & Forestry Department's Feature Friday


Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about. This week we want to tell you about our shelter rentals.

In addition to the large barn facility, the Town of Greenville currently has four covered shelters that are available for rental use – one at Jennerjohn Park, one at Community Park and two at Lions park. These shelters range in capacity from 60-200 people. All of these shelters have attached bathroom and kitchen facilities. Other amenities include picnic tables, garbage and recycling receptacles, corn hole boards, and roll down awning sides to protect from the elements. While the attached restrooms are open to the public, renters have exclusive access to the shelter and kitchen from 9:00am to 10:00pm

Each of our pavilions hold a different unique draw. The Jennerjohn Park Pavilion is surrounded by a canopy of trees and open space. It’s set back from the rest of the park amenities making for a more private feel. The Community Park Pavilion is our largest covered shelter rental. It has a long shelter space and easy access to the playground and ball fields. The Lions Park East Pavilion is the newest addition to our rentals and has a great view of the barn and the stormwater pond next to it. The Lions Park North Pavilion is one of our most popular rentals sitting at the heart of Lions Park right next to the playground.

Poll - Greenville Field of Dreams Park Development

The Town of Greenville purchased approximately 75+ acres of property in 2004 for the purposes of developing a large park sports complex, dubbed the Greenville "Field of Dreams". In 2018 the Town adopted a revised Master Plan for developing the site.

Now, the Town of Greenville is interested in identifying which planned amenities should be prioritized for an initial phase of development. Take this quick poll to help give feedback to the Field of Dreams Steering Committee on what amenities should be prioritized based on the Master Plan.

The Lioness of Greenville are in the process of change!

The Lioness of Greenville are in the process of change! The Lions organization has evolved in a way that our Lioness Club must choose to be an actual Lions Club or to evolve into a club totally outside of Lions. There is many pros and cons involved in our decision and we are working through that. More to come.

We do not hibernate in Winter! Lioness also assisted in Lion Donor Eye tissue transport. Lions and Lioness across the state of Wisconsin participate in transporting donor tissue to those in need. We also volunteer through Pillars Warming Shelter, throughout the year by donating, preparing, and serving a meal, as we did on February 10th (see picture).

On February 4th, our club met at St Mary’s Catholic Church to make tie fleece blankets. This is a great social event while putting our hands to work creating needed blankets for cancer patients. Lioness along with an Action Team grant from Thrivent Financial action team grant were able to make many blankets to donate to cancer centers (see picture)

On February 14th, at Lambeau Field Atrium, Old Glory Honor Flight hosted an event that the Lioness supported with providing raffle items. We hope the people attending this event enjoyed this event. Old Glory Honor Flight provides flights to Washington DC for area veterans. Thank you to all our veterans for your service!

NEW SERVICE PROJECT:
Be a Bosom Buddy – Greenville Lioness first annual event collecting gently used or new bras (any sizes) and feminine hygiene products for teens and women. All collected items will be donated to local homeless shelters. Contact any Lioness member or call 920-850-1961 to donate.

The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about. This week we want to tell you about our Memorial Brick Program.

The Town of Greenville is proud to offer you an opportunity to honor those you love. Whether it’s those who have served or are currently serving our country or community, yourself, or a loved one that you would like to memorialize, you can purchase a brick to “set it in stone.” Some choose to memorialize a friend or grandparent while others want to memorialize an accomplishment like their business or special date. Memorial Bricks for service members are often inscribed with an honorees name along with their dates of service, branch, rank, insignia and/or war served in. A mini keepsake brick that replicates the original brick is also available.

Brick placement is available in two locations: The Heritage Fountain brick plaza at Jennerjohn Park and the Memorial Square pathway next to the old Greenville Fire Station. While the Heritage Fountain placement is open to anyone, the Memorial Square is only available to Veterans/Fire/EMS. The bricks in the Memorial Square walkway are mapped here: https://bit.ly/2VbxdN2

Its last call for entries into this year's Snowman Building Contest!

Friday, February 28 is the last day to submit your entries for the Parks, Recreations & Forestry Department's Snowman Building Contest!

The contest is open to all Greenville residents who have built a snowman in their own yard. Participants are encouraged to add their own creative touches to make their snowman unique! Contest Winners will receive one free tennis registration in the spring and bragging rights for a whole year!

We cant wait to see what you build!

Be a Hydrant Helper Today!

With the added snow this past week we're noticing that some fire hydrants are getting buried with snow.  Remember, you and your neighbors are depending on these hydrants to provide water in the event of a fire.  
 
Please keep a 3-foot clearance around your hydrant.  Snowfall, combined with frozen plowed snow bury fire hydrants under large amounts of compacted snow, thus making them difficult to find and use in an emergency.  Snow should be removed about three feet (3') away from the hydrant in all directions and a pathway cleared between the hydrant and the nearest roadway.

The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about. This week we want to tell you about the ski tail at Jennerjohn Park.

The one mile ski trail at Jennerjohn Park wraps around the entire park as one continuous loop. It is approximately 5 feet wide and offers both classic skiing and skating. Park staff uses a UTV that pulls a ski grooming drag behind it to prepare the trail. Staff will circle the trail 3-5 times in the equipment to complete grooming.

Our ski trail offers you a great nature experience with all kinds of sights and sounds. While skiing, you’ll pass by many of the park’s main attractions; Heritage fountain, the tennis courts, a storm water pond, the playground, pavilion and ball diamond.

Greenville Revises Incorporation Submittal

As you may know, the Town of Greenville attempted to incorporate the entire town into village status in 2019.  August 14, 2019, the Wisconsin Department of Administration’s Incorporation Review Board met and agreed to dismiss the petition as presented with the recommendation that a new petition is submitted to include less territory as specified in the Board’s findings and determination.

According to the Incorporation Review Board, the original submission did not meet the standards for characteristics of territory (homogeneity and compactness), and territory beyond the core.  The Incorporation Review Board granted a 12-month extension to Greenville to submit a new petition with a revised boundary map, which should include less territory. The extension also waives the submission fee of $25,000.

The Town of Greenville has revised their submittal and have successfully sent it with the Wisconsin Department of Administration for consideration in January 2020.

This resubmission reflects the comments of the Review Board's determination, providing a revised boundary map and petition to support the incorporation of the Village of Greenville. The revised Village of Greenville has been reduced in size in order to meet the requirements of compactness. The proposed village will be 16.89 square miles in area (versus 36 square miles) and a population of 11,827 based on the 2020 DOA estimates. The remnant town will be 19.11 square miles in area and have a remaining population of 2,969 persons.

Resubmitting a new petition would initially create a separate Town and Village of Greenville.  However, should the incorporation pass, the remaining Town could be reunited with the newly formed village  via an Intergovernmental Cooperation Agreement between the remnant Town and newly formed Village.  This act would be similar to the incorporation of the Town of Menasha to the Village of Fox Crossing.  This process does add some complexity and can be confusing to many.  Because of this complexity, we attempted to incorporate the entire Town at once.

Municipal incorporation is the process of creating new villages and cities from town territory. It is regulated under Wisconsin Statutes Chapter 66 General Municipality Law (s. 66.0201).

  2. Make Local Planning & Zoning Decisions and Improve Our Ability to Attract and Retain Businesses; 
  3. Preserve Greenville’s Borders and Protect the Future of Our Community; Attract and Retain Businesses to the Region and Promote Infrastructure Improvement; 
  4. Have the Ability to Be More Fiscally Sound and Finance Projects More Efficiently and Effectively; 
  5. Ability to Receive a Better Bond Rating; 
  6. Villages and Cities Have More Access to State and Federal Aids, Grants and Shared Revenues than Towns.

The Parks, Recreation & Forestry Department's Feature Friday

Each Friday, the Parks, Recreation and Forestry Department features something new for residents and visitors to learn more about. Our Feature Friday comes to you with a pretty cool opportunity this week! Did you know that we hire seasonal employees every summer?

Each year, seasonal employees are hired to help our full time staff during our busiest time of year. These Seasonal Maintenance Workers work 40 hours per week alongside our regular staff. They help to maintain the Town of Greenville’s 220 acres of parklands, approximately 8 miles of multi-use recreational trails, and the more than 3,600 trees. In addition to enjoying all the sunshine this position offers and the occasional movie night, these employees are responsible for all different aspects of park maintenance including mowing, trimming, trash pickup, restroom cleaning, event cleanup, etc.

Comprehensive Outdoor Recreation Plan Public Hearing

On February 10, 2020 a public hearing will be held on Greenville's 2020 - 2024 Comprehensive Outdoor Recreation Plan. A Comprehensive Outdoor Recreation Plan (CORP) is a document that provides guidance for future parks and open space development and acquisition that are intended to improve the quality of life for Town residents. Proper implementation of this plan, over time, will provide the Town with a park and open space system that is designed to meet the needs of the citizens both in types of facilities and distribution of those facilities. The CORP is typically updated every five years. The plan update has been developed over the course of the last year with input from the Park Commission, a public input meeting and online survey.
